How we monitor for changes
Reporting instructions change quietly, and a missed update is a reporting error waiting to happen. We watch each report two ways:
- Early signal - the Federal Register. Proposed and final rules, and Paperwork-Reduction-Act information-collection notices, usually appear weeks before the instruction PDF itself changes. We scan for them weekly, per report.
- Confirmation - the instruction file itself. We compare the current instruction document against a stored fingerprint, so an actual revision is caught, not just talked about.
A practitioner reviews every signal before it's called a change - the same control mindset we write about. This page is an educational reference, not official guidance; always verify against the primary-source instructions.
